Minutes of Meeting 9/12/25
held in Campbeltown Town Hall

- Welcome: V Nimmo welcomed everyone to the meeting, especially newly elected members E Grabowska, A McMillan and J McCallum.

- Update on progress of Sanda Fish Farm
Postponed – S Macintyre, MOWI, sent apologies, didn’t travel due to storm.
- Review of Minutes of last meeting 11/11/25
Letter to Scottish Water re flooding outside TOFFS hasn’t been sent.
The minutes were agreed as accurate, proposed by J McCallum, seconded by A McMillan.

- Police Report
Since the last meeting we received an emailed report for October.
PC Shaw gave the following information for November in the MAKI area:
313 calls received, 118 resulting in criminal offences:
8 drugs rekated
12 thefts including shoplifting
40 road traffic offences
34 violence including 5 involving blades
28 public protection
8 breaches of community protection orders
PC Shaw stated that 3 persons aged between 16-35 were in possession of blades locally. A change in procedure means that persons are not held in custody if there’s been no injury and have to appear in court the following month.
PC Shaw also stated that the number of low-level crimes has increased, number of arrests has decreased and there isn’t a significant increase in offences.
The start date for a Youth Engagement Officer working closely with CGS has been delayed- PC Shaw hopes to start in this role in March.
V Nimmo thanked PC Shaw for attending.
- Councillor’s Report
Cllr Armour gave the following updates:
STOP sign at Longrow/ Aqualibrium Ave not needed, visibility is good and Give Way sign is adequate.
Flooding outside Golden Ocean Restaurant in Longrow- gullies have been cleared.
Cochrane’s Corner– pole has been removed, to be replaced. J McCallum is the hole could be tarred as causing problems for people with mobility difficulties.
Heras fencing on Longrow– Council have asked McFadyen’s to attach reflectors for night visibility.
White lining roads@ Stewarton/Southend now completed.
Ferry Committee met last week, very productive, appreciative of D Allen’s knowledge. A further meeting is to be held on 14Jan with SG’s Connectivity Minister, Jim Fairlie.
Campbeltown Hospital – now at full complement of beds (12). New staff have been recruited and G Neal to be congratulated. Has been very busy and there are still delays in discharges from other hospitals to local.
Questions
C Dobbie asked:
Council Budget – figures from SG won’t be known till March, but cuts will be necessary.
Tourist Tax – no decision till the end of January. SG hoping to bring in new recommendations/legislation by the end of March.
J McCallum asked:
HSCP budget overspend. Can CCC find out how many agency workers are employed in hospital, care homes etc as the costs are higher. Recognise that they are used to fill gaps is services. V Nimmo to write to HCSP.
V Nimmo thanked Cllr Armour for his input and congratulated him on his recent appointment as Deputy Leader of Argyll and Bute Council.
- Treasurer’s Report
A Gallacher emailed the following:
Main account £7,776.72
Quesada account £1985.20
CC Windfarm Fund £13,955.29 plus £15,303.60 in Savings Account.
SSE grant still to be received, approx. £3,000.
J McCallum thanked CCC for funds approved for setting up Kintyre Community Regeneration CIC.
10.Kintyre Revival
J McCallum distributed a written report and gave a brief update on progress. He and J McGowan attended a Scottish Towns Partnership conference in Glasgow where they met a number of useful contacts and sources of advice/help. They have been advised to commission a town centre audit in 2026 as a follow up to one carried out in 2015. This would provide a refreshed evidence base, updated insights on economic activity, vacancy levels, footfall, perception, and a measurable benchmark for long term regeneration planning.
They are also receiving support and advice from members of EKREG.
V Nimmo asked when they would be in a position to publicise their plans and this will be done once all their rules and documentation for FCA/OSCR are in place.
11.Correspondence
All correspondence circulated to CCC members.
Cnoc Buidh windfarm – no objections, V Nimmo to write letter of support on behalf of CCC.
any objections members asked to write by 16/11/25.
Tree Felling Beinn Ghuilean – no problem with bridge access known to CCC.
- Resilience update
Meeting tomorrow, E Glendinning and J McCallum attending.
- AOCB
Ferry D Allen gave a brief update, his input to the committee has been invaluable. Hopefully progress to be made.
White Hart Hotel – recent damage to car from falling pane of glass. Windows have been boarded up but generally felt that building is unsafe. Council did not see need to serve a Dangerous Buildings Notice. V Nimmo to contact M Morrison to discuss concerns.
Top up Tap– lack of awareness that this had been installed at New Quay. Agreed that Old Quay would be better.
Benches – 2 new seating benches have been installed at old Paddling Pool, replacing rotten ones. Thanks to CCWF for funding and I McMurchy from Argyll and Bute Council for installation.
